I can only give you a possibilty but at least it' something isn't it strange that each individule word begins with a capital letter insted of just the first word I think that you just need to put them together to make words

It's just written with the Phonetic Alphabet. (Alpha = A, Charlie = C, etc.)
Message reads "CALL OFF YOUR AGENTS OR ELSE". Poor Atticus... I hope the little guy's OK.

Hey,
this is not good. "Call of your agents" is the first part. we obviously wouldn't do that.
but the second part "Or else" makes you think again. when i read this, i knew right away that this meant
that if we don't call of all agents, either Atticus, or one of the others will go down.
if we do call of agents, we could be in danger.
geez vesper, hard decision.
